You will need:

A tube - I used one from Ray Leaning.
You need to be a registered member of MyPSPTubes (MPT)
to purchase the tubes, but any tube will do.
Scrap kit called 'Dash of Sadness' from FantasyMomentsScraps
HERE
My Template 26
HERE
A bold font
Plugin Filter- Two Moon-RotoBlades

Open up my Template 26 - Shift D to copy it. Delete original Template. Delete
my TOU layer.
Make bottom layer active (white) - Image-Canvas Size with these settings

That gives us plenty of room to work. We will resize at the end.

Open up 2 Papers from the scrap kit that will match your tube.
On Template layers, make Verticle Rectangles layer active - Select Al,
Float-Defloat - copy & paste one of the papers as a new layer. Selections-Invert,
hit delete. Selections-None. Delete original rectangles layer.
Continue doing this until you have all the layers done, remembering to delete each
original layer after you have your paper layers in place.
Give each of the Frames layers this drop shadow

When you have done that - make the small hearts layer active - Select All-Float-Defloat,
copy & paste your tube as a new layer - you may have to size up a little, move your tube
over the hearts till you have the parts of your tube you want in the hearts - Selections-Invert,
hit delete.

Go to Adjust-Sharpen-Sharpen More.
Next - got to your large heart layer - do the same as above, adding your tube, resizing if needed
& placing it where you like within the heart

Make top layer active - paste your tube as a new layer - placing it where you like. Give drop
shadow as before. You can add any of the Elements from the scrap kit you like.

Cross out eyes on bottom layer (white) - Merge Visible all other layers. Resize 85% Bicubic-all
layers unchecked. Duplicate - on original imag layer - Adjust-Blur-Gaussian Blur 25. Plugin Filters-
Two Moon-RotoBlades with the default settings.
Make top image layer active - Merge Down. Add your name & correct copyright.
Crop Tool - crop excess white background. Resize 80% Bicubic-all layers CHECKED.
Save as a *Png
