You will need:

Template 1 from ScrapityScrapsAndMore

A nice tube - I used one from Ann Howard
You will need to be a registered member of MyTagArt
to purchased the tubes, but any nice tube will do.
Font of choice - I used BaaBookHmkBold which came with
my PSPX1.
Plugin Filters:
Flaming Pear Filter-SuperBladePro-M-CoconutIce
Two Moon Filter - You can get it
HERE
It is a Freeware Filter
You can use elements from a Scrap Kit if you like.

Open up Template 1 - Shift D to copy it. Close off the original

a nice effect, but that choice is yours. Selections-None.
Delete the original layer.

colour from your tube. Selections-None- Give this drop shadow. Delete the original layer.

colour or Gradient - once again I used the SuperBladePro Filter on this layer.

Make Copy of Vector 5 layer active - Selections-Select All-Float-Defloat - Flood Fill with dark colour.
Selections-None. Give drop shadow. Delete the original layer.

Almost there - Make Raster 7 layer active (Heart) Selections-Select All-Float-Defloat - Flood fill with
light colour or Gradient - keep selected - Texture Effects - copy & paste your tube as a new layer. Move the tube
to where it will look nice within the Heart - Selections-Invert - hit delete.

At this stage you can add Elements from a Scrap Kit if you like. I used Elements from the tube on mine.

Cross out eyes on bottom layer (white) - Merge Visible all other layers. Add your name & correct copyright.
Merge Down. Resize 90% Bicubic-all layers unchecked. Duplicate - on original image layer - Adjust-Blur-
Gaussian Blur 35 - Two Moon Plugin Filter - Rotor Blade, default setting. Resize this layer 95% Bicubic -
