I created this tutorial with PSPX1 but I'm
sure it can be done in any version of PSP.
My steps are easy enough to follow.
No scrap kit used in this tutorial, just your imagination.

You will need:
A tube - I used one of Angela Newmans cute tubes.
You need to be a registered member of PSP Tubes Emporium (PTE)
to purchase her tubes, but any tube will do
Template #113 from Becky's Creations
Thank you Becky
Font I used is called ' Elizabeth Semi-Script Regular' from Font Zone
Plugin Filter:
DSB Flux-Spider Web

Open up Template #113. Click Shift D to copy it. Delete opriginal template.
Delete the 2 top layers (Becky's © & Template name).

Make very bottom layer active - go to Image-Canvas Size - Width 750 - Height 500.
Flood Fill with White.

Make Rectangle 2 background layer active - Select All-Float-Defloat. New raster layer,
flood fill with a dark colour from your tube. Selections-None. Delete original layer.

Make Rectangle 2 layer active - Select All-Float-Defloat - flood fill with a gradient of a
light colour from your tube as the foreground colour & a dark colour from your tube as the
background colour. This is my gradient settings

Keep selected - Effects-Plugins-DSB Flux-Spider Web with these settings

Selections-None. Make Rectangle 1 background layer active - Select All-Float-Defloat, new
raster layer, flood fill with dark colour. Selections-None. Add this drop shadow

Make Rectangle 1 layer active - Select All-Float-Defloat-new raster layer, flood fill with your
gradient. Keep selected, repeat the DSB Flux-Spider Web, but change Rays to 25 & Rings to 20.
Selections-None.

Now you can colourize the Circle 2 layer if you wish, I left it black.
Make Circle 1 layer active - Select All-Float-Defloat, flood fill it with your gradient.
Then go to Adjust-Add/Remove Noise-Add Noise-Uniform 65-Monchrome ticked. Don't worry about the small
purple circular section on bottom, we will delete that shortly.

Make Frame 2 fill layer active-Select All-Float-Defloat, flood fill with your gradient colour.
Add the DSB Flux-Spider Web effect as before.
Keep selected - copy & paste your tube as a new layer - position the tube centre of the selected rectangle,
when you have that done, Selections-Invert, hit delete. Selections-None - duplicate the tube layer &
on bottom tube layer go to Adjust-Blur-Gaussian Blur 15. Make top tube layer active - go to Blend Mode,
Soft Light.

Make Frame 2 trim layer active - Select All-Float-Defloat-new raster layer, flood fill with dark colour.
Selections-None. Make Frame 2 layer active - Select All-Float-Defloat-new raster layer, flood fill with
your gradient - keep selected - add the Noise Effect as before. Add drop shadow

Make Frame 1 fill active - Select All-Float-Defloat-new raster layer, flood fill with your gradient, add
the DSB Flux-Spider Web effect - keep selected, copy & paste your tube once more, position it central to
rectangle, Selections-Invert, hit delete. Selections-None. Duplicate-Blur the same as before & add Blend Mode
to the top tube layer as before.

Make Frame 1 trim active - same as before as well as Frame 1. Add drop shadow to Frame 1 trim.

Now we will delete the next 2 layers. Circle 2 & circle 1 overlaps

Make Leafy Vine layer active - Select All-Float-Defloat-new raster layer, flood fill with dark colour.
Selections-None, add drop shadow.
Make Large Flower layer active - Select All-Float-Defloat-new raster laye, flood fill with your gradient.
Do the same for Large Flower 1 centre, but flood fill it with dark colour & add noise effect & drop shadow.

Do the same for the next 2 layers on the template but change the colours around for the flower & centre.

Cross out the eyes on all layers except White Background-Small Flowers 7-6-5-4-3-2-1 - Merge Visible. Turn the eyes back on on
all other layers now. Go up to the Merge Flowers layer, flood fill with dark colour - add noise effect & drop shadow.

Cross out the eyes once more on the very bottom layer (white) Merge VISIBLE all other layers. Turn the eyes back on on the
white background. Add your name & correct copyright. Cross out eyes once more, make one of the other layers active,
click COPY & paste as a New Image on your workspcae. Your image should now have a transparent background.
Resize to your liking - I resized mine 90% Bicubic-all layers CHECKED. Save as a *Png Image
